Currently Dreamhost has a promotion for a year of web hosting for under $10, but I went through the entire signup only to be informed that I wasn’t eligible. False advertising?

I went to the dreamhost.com and a page was displayed showing a promotion for a year of shared hosting for $9.92 using the promotional code 777. So I went through the signup procedure looking for a field to enter that code. Since Dreamhost offers a free trial period, I completed the signup without finding a promo field and enquired about the promotion through a support ticket. Creating a support ticket seems to require several annoying steps. I received a prompt response within about 5 minutes. But the answer was that I wasn’t eligible. Is this ethical? How many clients do they gain through this sort of shady business practice?
